On July 21, 2015, a kick-off meeting for “Research and Production Technology Development of Offshore Platform High Manganese High Strength and Toughness Steel Plate and Titanium/Steel Composite Plate”, a key project in the State 863 Program, was held in No. 411 Conference Room. Academician Wang Guodong, relevant leaders from Finance and Economics Department and Sci-tech Department of Northeastern University, relevant leaders and researchers from participating units, and teachers and researchers in RAL who have participated in the project have attended the kick-off meeting.

This key project is undertaken by Northeastern University, and participated by Central Iron and Steel Research Institute, Anshan Iron & Steel Co., Ltd., Nanjing Iron and Steel Co., Ltd., Xi'an Tianli Metal Composite Material Co., Ltd. and China Classification Society. The project aims to develop production technology of offshore platform high manganese high strength and toughness steel plate and titanium/steel composite plate, and solve the key material problems and green protection problems encountered in implementing the marine development strategy in China, and plans to complete the key technology development, industrialized mass production and product demonstration and application within three years. The total funding of the project is 27,550,000 Yuan. Prof. Du Linxiu of RAL is in charge of the whole project, while Prof. Luo Zong’an of RAL is responsible for the research and development of production technology for titanium/steel composite plate.

At the start of the meeting, Academician Wang Guodong first delivered an important speech. He stressed the significance of this project in view of relevant national polices concerning revitalization of the northeast industrial base and the vital strategic needs of national marine development, and put forward some specific advices about the implementation of the project. Fan Wenbo, Deputy Director of Finance and Economics Department introduced relevant policies and specific measures in fund management of national planning programs. Qi Tengfei, an officer from Sci & Tech Department introduced policies and specific measures in the management of national sci & tech projects. Prof. Du Linxiu introduced the overall arrangement of the project and the technical path, task assignment, and schedules of research on high manganese high strength and toughness steel plate. Prof. Luo Zong’an introduced the research objective and tasks, task assignment, main technical path and annual schedule of research on titanium/steel composite plate. Leaders and researchers from all the participating units held an in-depth discussion and exchange on the progress, problem existed and management of the project.
